what to do 是不定式的复合结构,不能算是一个从句.
对于从句来说,应该是与主句一样,由主谓宾构成的,但是在what to do里,只有宾语what 及不定式to do.如若改成宾语从句的话,应该是he'll tell you what you are going to do.
