The prevalent application of Internet leads to a global information revolution. Information, which is considered as an important social strategy resource, is classified together with material, energy source and manpower as productive forces in the modern world. However, the security condition of information in our country is not satisfying. China has got biggest number of netizens in the world, but due to the infirm fundamental, limited monitoring mechanism and weak security awareness of netizens, online material pilferage cases happen often, which result in lots of negative affects influence on stability of the society.
