payments due to the Contractor in accordance with the provisions specified in Appendix I which would have not been payable in normal circumstances due to noncompletion of the subject activities,shall be released to the Contractor against submission of a security in the form of a bank guarantee of equivalent amount acceptable to the Employer,and which shall become null and void when the Contractor will have complied with its obligations regarding these payments.
