understand是及物动词,需要宾语,所以后面的句子是宾语从句,其中what是从句主语,meant是谓语,而all he said 是what的定语从句
如果选a ,that引导he said做定语说得通,但是all不能同时做understand的宾语和meant的主语,所以错了
