how for 是 短语呢还是 how..for？我的牵强理解是：失业状况已经到了何种程度了，而于此，政府能做些什么来确保失业者找到工作呢?但书上的翻译是“究竟是失业人员未能履行为社会服务的义务还是国家有义务保证他们有工作可做？” 我的理解中 是：the state has an obligation （how=in what way）for （the unemployment）to make sure that they have work to do？可能有错！请明示，在下揖过！
