on表示两地接壤(外部,不是内部)
e.g.The Pacific is on the east of China.
太平洋在中国东面(二者接壤)
to 是指在国家外部(一般不接壤)
e.g.Japan is to the east of China.
日本在中国东面.(二国不接壤)
