Of course spoken English test is necessary.As a kind of language,the most practical use of it is to communicate with others.To those who learn English as a second language,it is difficult for them to express themselves fluently and accurately.The exam-orinated exam only can make students do exercises ,which is not enough for the nature of learning an foreign language.
