意思一样,就是句子结构不同
tell sb.to do sth.
tell sb.not to do sth.
这是不定式结构,告诉某人（不要）做某事
而第一个句子是从句,省略了引导词that,tell sb.(that)……
告诉某人……,所以后面加句子.
