就是已经决定了呀,was hoping 表示本想,have decided 的have 表明事情发生在was hoping 之后,但对现在还有效应
补充：时态统一和这个没关系诶亲爱的……英语是很讲究时间点的……就是说,哪一点做了什么或者哪一时段做了什么都是严格排序下去的,其实老师教你时态统一是初学者由于搞不清时态问题所以简单的这样记住大部分题就能做对.
