Year later I realized that in Mongoldoi I was accidently practicing value-oriented management (Peters and Waterman,1982) and community policing by consulting with the community and learning about the problems people were bureaucracy and allowed to function as a resourceful,informal consultant on community problems,much can be achieved in away from “the military models of policing” (Das,1986).
