weather是天气,不可数名词,不能用a；
而用how时,语法结构必须是：how +adj（形容词）+the n（名词）+be
如此句就可说成：how great the weather is today !
这样,b、c、d都不合乎语法规则.只能选a.what
what引导的感叹句结构是：what (a)+adj+n+it is !名词不可数时,不适用a.
而且名词后面的同位语it 要视名词的情况来判定具体的用词,比如感叹句的主语是人时,就要用表示人的I、you、he、she、they等等.
如：what a nice man he is!他人真好!
what a big cake they have made!他们做的蛋糕真大!
