The dilemma between centralization and decentralization
The profound changes now affecting universities and the new context of managements in which governments are moving at present have brought and will continue to bring about substantial modifications in approaches to the management of these institutions and in our ideas on the relations between universities and the competent authorities (Braun Dietmar & Merrieu 1998;Neave & Van Vught 1994).On the one hand ,the very concept of results-based control-through generalised indicator of performance and research and the need to standardise specific parameters to facilitate measurement and comparison lead to a certain trend towards centralization.At the same time,all limitations that might stand in the way of each unit's freedom of movement to find the best way of improving its performance must be reduced or eliminated,while seeking stronger leadership for the institution for the purpose of ensuring a standard and strategically consistent conduct and a strong administration able to ensure that productive units function smoothly without losing the capacity to control them.
