There are two reasons why previously we could accept xxxx's request.

XXX strongly requested the supply as all other suppliers could satisfy that request. 
Our Company still has some stock of (electric) cables left by previous project.Bearing in mind that the cables were kept in the office and occupied a lot of space,we requested Headquarters to as far as possible utilize these cables.If they cannot utilize the cables,we urge the Headqurters to supply.
