是where没错,因为agree是一个不及物动词,你看平时都是agree with/to/on 就知道了,既然是不及物动词,后面不缺少任何成分,what就没法用了,然后这里用where的意思就是“那就是我不同以你的地方”,整个where引导的一个句子做is的表语从句
