Abstract: From September 1952 to 1954, all of the private primary and secondary schools were taken over by the Government andthe situation that education was under the charge of the Government begun.
The authority is the investor, manager as well as sponsor of the education, which resulted in a lot of problems such as a serious shortage of funding for education , obvious contradiction between supply and demand,low quality of education and unableness to meet socio-economic development needs.
With the advance of economic reform and the establishment of market economic system, the diversification of primary and secondary school system is gradually formed.
The spranging up ofvarious forms of private primary and secondary schools largely meet the needs of the society,release the contradictionm which helps to form an investment diversification in China.
Nevertheless,because of the weak points exsited in the system,the problems are beginning to appear.
Under the new circumstances,we should improve the Regulation of Private Education in order to protect the interests of school,regulate the behavior of private primary and secondary schools and also promote education develpment.
