第一句：be + to be是指主语（the book）没有"被"发现,所以为了形成被动语态要用be+not to be done相当于have not been done；
第二句：主语应该是指人,应该还有一个主语是人的句子和这一句连在一起,如果没有就是省略了主语人,而实际上主语是人,不是the book；
例如：homework is not to be done.
=homework has not been done.
=homework is not to do,(I want to play basketball.)
