1.过去分词作定语表示完成所以应该选the question which has been discussed is important
a.如果你想表示正在讨论的问题是重要的应该用：the question being discussed is important
b.明天要讨论的问题是重要的：the question to be discussed is important
所以放在名词或代词后面表被动的有三种形式：将来,完成和进行
表将来：sth to be done
表现在进行：sth being done
表完成：sth done
