1、improve 既可以是及物动词又可以是不及物动词,因为英语只能被提高,所以用 improved 更好一点,比如,
没有宾语：With the development of China,the people's life has improved a lot.
有宾语：I need to improve my English.
变成被动语态：My English needs to be improved.
至于什么时候是及物什么时候是不及物就要看你自己平时的注意和语感了,记住一些搭配.
2、这里没有时态的问题（因为上下文没有明确说明,要看作者所表述的内容……）,比如,
过去时：when I was young,my English was very poor,but with the teachers'help,my English 【was improved】 quickly .
现在时：Though my English is still poor now,but with the teachers'help,my english 【is improved】 quickly .
还有就是个人觉得,当你不强调【提高】和【自己】这一动作关联,而只是说明一种情况时,也是可以用主动语态的,比如：
Recently my English improves quickly.
就只是,我的英语最近提高很快这一状态,不要用被动语态.
