The manager discussed theplan后面的都是修饰plan的 ，省略

一个什么样的计划呢？一个被完成的计划 还是应该是 be carried out 啊关键是that往后整个是一个定语从句，一个定语从句也是完整的句子，不能出现两个谓语。
当然，如果去掉they would like ti see ,就应该填is carried out .
