I don't think it's necessary to do so.
First,what really bothers other people is not the cell phone itself but the person who uses it and speaks loudly.
Second,we won't be able to get some emergency calls if we banned it on buses.The losses will be far more than our imagination.
At last,time on buses is really tough.Cell phone will be a good thing to pass it.
