and前后不一定要时态一致,只要符合逻辑就行被写进书里是一种客观事实,不用过去时.
第一个我不懂为什么要加made?固定搭配?因为加了以后时态也没有变...个人觉得后面应该是Although the candidate promised both to cut taxes and to improve services, 否则不并列我也是这样想的，但是选项里根本没有.......答案就改成了made形式..........不理解.....是oc么？
