was表示过去是.而现在不是了
is表示一直是.请看：Shanghai is the first city in China to have hold ......./Shanghai was the first city in China tohold .......为什么是这样呢？？？？主要是时态问题了。。比如is 说明上海现在或将来仍然举办什么。。。was则说明不再举办了。。
