is expected to 是被动的一个语态,也就是说句子不是说学生自己希望有自己的想法,而是被期望（可能是学校或者教育机构什么的）有自己的想法.
而told是跟前面的have 构成完成时,也就是has been,因为知识肯定是老师教过的才会去“重复”
