found作为建立讲（动词原形）,过去时和过去分词founded
has founded是说谁已经建立了什么,中华人民共和国是被建立起来的,不会有主动的动作,所以不能用has founded
在这里不是过去的过去,就是过去时而已,只不过是被动语态.
