但是我不能理解,no more than 不是“不多于”的意思么?
这里应该如何理解呢?

not more than是“不多于”的意思；
no more than=as little as 和……一样少.再比如：no better than=as bad as等.这个是固定搭配.
至于than么,和比较级是固定搭配的,意为“比”.
