一定要用that从句吗?
个人感觉用to do不定式更好些：Iceland was the first country to use geothermal hot water.冰岛是第一个用地热水的国家.（当名词被序数词修饰时,后常接动词不定式.此句是名词country 被序数词the first 修饰,后接to use这个不定式）
用that从句的话,that引导定语从句修饰country:
Iceland was the first country that used geothermal hot water.从句时态受主句限制用一般过去时,不存在“过去的过去”,没有必要用过去完成时.
