to where -这里需要的是状语从句,表示地点,所以用where,或是 to a place where
what - 一般后面跟宾语从句.是可以填三个答案：to where ,where ,to a place where?还有，能不能填to a place which?????在这里不用to　a　place　which，因为which　在从句里作主语。　但是这个从句已经有个主语，就是the　custom　and　culture，所以语境需要一个状语比如where。
