B的错误在于第二个空‘have not noticed’的时态不对.
这里要用过去进行时也就是‘was not noticing’,表示当时（就是第一个人说的时候）我没有注意到,是那个时候我所处的状态（没有注意）.
如果用完成时‘have not noticed’则表示,我一直都没有注意到(从过去一直到第一个人告诉我的时候）,可是事实是当第一个人告诉你的时候,你已经注意到了,所以是不对的,不可以用完成时.
第一个空填‘should be allowed to take’或者‘is allowed to take’在语法上都是没有错误的,但是意思上来说还是‘is allowed to take’更好,如果选‘should be allowed to take’则翻译为‘这里没有照片应该被允许被照’很别扭,如果想用‘should be allowed’,正常的说法应该是It should not be allowed to take photoes here.
所以要选C不可以选B
