要看具体语境是不是过去时里的then“那时”,才好判断.因为then还有 “然后、那么、另外”的意思,也是可以用在一般现在时里的.如：
It costs $20,and then there's the sales tax to pay.它值20美元,而且另外要付消费税.
If traffic is heavy,then allow extra time.如果交通繁忙,那么允许超时.（这里也是一般现在时,但是因为句子不需要用到be单词,所以不存在用is,was,were的选择问题哈）
