我觉得这句话里面的翻译疑问句是错误的,而应该用won't they?
A year ago he could hardly read or write English反义疑问句自然是 could he,因为根据主句中的hardly（几乎不,简直不）,可判断为否定,那反义疑问句自然是肯定了；主句中有情态动词could,那反义疑问句就要用could了!
