Generally speaking, the good command of a language / culture depends on the following:
1 Being able to tell and understand language and non-language behavioural functions of different cultures
2 Knowing the cultural connotation of commonly used words and phrases and the language features of people with different backgrounds.
3 Being able to apply proper wordings to different people, knowing their stylistic features.
