It's hard to answer your question,because both are valid answers.On one hand,he might just want to make her more human-like,but on the other,he might also want her to be perfect.It's hard to see what he really plans to do with her just from that one line —— the part about "make her look,feel,and act as human as possible" seems to indicate that he wants to make her more human-like.However,the part about "so she can be the perfect companion" seems to suggest that he is looking to make her perfect.

However I think you should take something into account:To achieve A,he needs to do B.
In order to make her perfect,he HAS to make her more human-like.
You can't have A be true without B being true as well,if you understand what I mean.
So if A is the answer,then B is the answer as well.
